At the end of every federal funding program year, Henrico County is required to prepare a Consolidated Annual Performance and Evaluation Report (CAPER) to provide information to the United States Department of Housing and Urban Development (HUD). The program year follows the federal fiscal year of October 1, 2010 to September 30, 2011, which represents Program Year 2, of the County's Five-Year Consolidated Plan. The CAPER reports information on the performance and outcomes of federally funded programs and projects, and enables HUD, County officials and the public to evaluate the County's performance and determine whether the activities undertaken during the fiscal year helped to meet the County's five-year goals to address priority needs identified in the Consolidated Plan and the Annual Action Plan.
