"County Manager Government in Henrico, Virginia: Implementation, Evolution, and Evaluation" is an in-depth study of the experience of Henrico County with the county manager form of government. After providing a historical overview of the county, the work sets forth the political circumstances and dynamics that resulted in the county adopting this innovative form of government in 1934. This is followed by an examination of the challenges, accomplishments, and professional styles of the seven County Managers who have served the county. Appropriate attention is given to the historically close working relationship between the County Manager and the members of the Board of Supervisors. The volume concludes with a discussion of the various factors that have ensured the success of the county manager form, and the future of the county manager form of government of Henrico.
About the Author
Dr. Nelson Wikstrom is Professor of Political Science and Public Administration at Virginia Commonwealth University, located in Richmond, Virginia. He is the author of a score of published scholarly papers, as well as Councils of Government: A Study of Political Incrementalism (Chicago: Nelson-Hall, 1977), The Political World of Small Town: A Mirror Image of American Politics (Westport, Connecticut: Greenwood Publishers, 1977), and with G. Ross Stephens, Metropolitan Government and Governance: Theoretical Perspectives, Empirical Analysis and the Future (New York: Oxford University Press, 2000). His research interests center on federalism and intergovernmental relations, and state and local government. The recipient of many scholarly honors and awards, Dr. Wikstrom received his BA degree in Political Science from Northeastern University, and earned his MA and PhD degrees in Political Science from the University of Connecticut.
