Assistant Chief of Police, Investigative Operations
J. B. Fitzgerald
Chief J. B. Fitzgerald holds a Bachelor’s Degree from Virginia Commonwealth University and is a third generation Police Officer, joining the Henrico County Police Division in July 1976 as a police officer. During his tenure, he has served in Patrol Operations, Criminal Intelligence, Criminal Investigations, and the Organized Crime Section, where he was assigned to the Drug Enforcement Administration as the Richmond Task Force Group Supervisor. During his career, he has also served as the legislative liaison to the Virginia General Assembly.
In addition to being a graduate of the 105th Session of the Southern Police Institute at the University of Louisville, Chief Fitzgerald is also an alumnus of the Leadership Metro Richmond Class of 2008. He has attended the Police Executive Leadership School at the University of Richmond and the Senior Management Institute for Police, sponsored by the Police Executive Research Forum, in Boston, Massachusetts.
Prior to becoming a member of the Police Division, Chief Fitzgerald served in the United States Air Force on active duty in the Vietnam Theater of Operations.

Assistant Chief of Police, Special Operations
S. F. Alloway
Chief S. F. Alloway holds an Associate Degree in Public Administration from J. Sergeant Reynolds and attended classes at Mountain State University. He joined the Henrico County Police Division in July 1976 as a police officer. During his tenure, he has served in Patrol Operations, Community Services, Criminal Investigations, Criminal Intelligence, Narcotics, Professional Standards, and IMT/Negotiations as a Team Leader.
In addition to being a graduate of the Administrative Officers Management Program at North Carolina State University, Chief Alloway is also an alumnus of the Leadership Metro Richmond Class of 2010. He has attended the Senior Management Institute for Police, sponsored by the Police Executive Leadership Forum, in Boston, Massachusetts. He has received certificates in Management Development and Leadership Development from the Henrico County Leadership Development Program.
Chief Alloway served as the Leader of Team Four for the Katrina Relief Deployment in Hancock County, Mississippi. He has also served as an advisory board member for the Citizens of Greater Richmond Against Gun Violence and as a board member of the Henrico County Local Emergency Planning Committee. He currently serves on the Henrico County Transportation Safety Committee.
Prior to becoming a member of the Police Division, Chief Alloway served in the United States Army.

Assistant Chief of Police, Administrative Operations
A. T. Leary
Chief A. T. Leary, III is a graduate of Virginia Commonwealth University, where he earned a Bachelor of Science Degree in Administration of Justice and a Bachelor of Arts Degree in History. He attended Mountain State University where he earned a Master’s Degree in Interdisciplinary Studies, History and Education Leadership. He joined the Henrico County Police Division in 1974 as a police officer. During his tenure, he has served in Patrol Operations, Support Operations, to include Personnel and Training, and Criminal Investigations.
Upon graduating from the 22nd Session of the Professional Executive Leadership School at the University of Richmond, Chief Leary was presented the Graduate Leadership Award. He is also a graduate of the Eighth Session of the Administrative Officers Management Program at North Carolina State University, where he served as class president. In addition, he has attended and completed the Senior Management Institute for Police, sponsored by the Police Executive Leadership Forum, in Boston, Massachusetts.
Chief Leary has been instrumental in a number of Police Division initiatives, to include the Senior Citizen Contact Program, the Police Opportunities Program, the Assist Division Members through Interview Training Program, and the Police Reading and Education Program.

Assistant Chief of Police, Patrol Operations
F. E. Bolling
Chief F. E. Bolling holds an Associate Degree in Administration of Justice from J. Sergeant Reynolds and a Bachelor’s degree in Organizational Management from St. Paul’s College. He joined the Henrico County Police Division in April 1975 as a police officer. During his tenure, he has served in Criminal Intelligence, Research and Development, Criminal Investigations, and the Organized Crime Section. He also served in the Drug Enforcement Administration, where he served as the Group Supervisor for the Richmond Drug Task Force, and Patrol Operations as a Commanding Officer of the Central district.
In addition to being a graduate of the 210th Session of the FBI National Academy in Quantico, Virginia, Chief Bolling is also a graduate of the Police Executive Leadership School at the University of Richmond and the Senior Management Institute for Police, sponsored by the Police Executive Research Forum, in Boston, Massachusetts. He has also served as the legislative liaison to the Virginia General Assembly.
Prior to becoming a member of the Police Division, Chief Bolling served in the United States Air Force. He is currently a member of the Fifth Baptist Church, where he not only serves on the Board of Christian Education but is also a Scoutmaster for Boy Scout Troop 487. |
