Introduction: The County has developed a highly accurate and detailed base map. A network of monuments that have been installed throughout the County controls this base map. In order to facilitate the review and incorporation of information provided by developers, engineers, and surveyors that operate in the County, the Board of Supervisors has adopted a new set of requirements in relation to the submission of plans and plats. The Board of Supervisors adopted the new requirements after an extensive public review and comment period. These new requirements take effect on SEPTEMBER 1, 2000.
Documents Needed: In order to prepare plans and plats for submission to the County as part of a Plan of Development, or a proposed Subdivision, it is necessary to obtain a copy of the Henrico County Geodetic Control Network Document.
This document contains all the necessary information to support surveys and land measurements through the use of conventional or GPS assisted surveys. This document details the location, characteristics, and information of each monument and its respective backsight or azimuth marker.

The costs of the documents are $40.00 in print or $10.00 in CD-ROM. These costs are to recover the costs of reproduction.
Procedure: Once the Geodetic Control Network document has been acquired, any project in the County that requires the submission of plans or plats for County review and approval, must be based on the Geodetic Control Network.
Any surveys and land measurements must be based on the monuments that have been installed. The most conveniently located monuments and azimuth markers may be used to support the survey and land measurements of a development project or subdivision. This will provide a Take Off Point or Point of Beginning in the project or subdivision site. Once this has been established, all the measurements and angles are calculated, by the party developing the plans and/or plats, based on the geodetic control network established by the monuments.
All plans and plats that are submitted to the County, must include at least four (4) tic marks at the corner of each plan or plat that clearly identify the coordinates of that point in the site in the Virginia State Plane Coordinate system according to the parameters laid out in the County's Geodetic Control Network.
