Deputy County Manager for Special Services

aharperwgbgAngela Harper, FAICP, proposes new initiatives, manages special projects, and chairs committees that require interagency coordination. She is the County Manager’s “internal consultant.” Ms. Harper is the International Partnership Coordinator who is responsible for the County’s “sister” relationships with Saarpfalz-Kreis, Germany, Essex County, England, and Yangju City, Korea.

From 2008 to 2011, Ms. Harper was the Lead Staff to the 2011 Commemoration Advisory Commission that planned and implemented events, exhibits, publications, and presentation for the County’s 400th anniversary.

Ms. Harper joined Henrico County over 40 years ago as a planner and worked in increasingly responsible positions within the Department of Planning. She was Director of Planning for seven years prior to being appointed a Deputy County Manager in 1997. In addition, her resume includes the following:

Ms. Harper holds a Master of Planning and Urban Design degree from the University of Virginia and a Bachelor of Arts degree from Memphis State University. She is also a 1988 graduate of Leadership Metro Richmond.
