John Vithoulkas has direct responsibilities over the Departments of Finance, General Services, and Information Technology, as well as the Public Library, Legislative Liaison, and Manager's Office support staff. Mr. Vithoulkas serves as a member of the County's Comprehensive Services Act Policy and Management Team for At-Risk Youth and Families.
Mr. Vithoulkas joined Henrico’s general government team in 1997. He has served as a budget analyst, as the Budget Director, and as the Director of Finance. In September of 2009, he was named Special Economic Advisor to the County Manager while continuing to serve as Director of Finance. In December of 2011, he was appointed as the Deputy County Manager for Administration. He will continue to serve as Director of Finance until the County’s operating budget for the subsequent year is determined.
Prior to joining Henrico, Mr. Vithoulkas worked for Chesterfield County, Virginia, and Gaston County, North Carolina, in budgetary roles. He obtained his undergraduate degree from Virginia Commonwealth University and his Master’s in Public Administration from the University of North Carolina at Charlotte.
John is an alumnus of Leadership Metro Richmond’s Class of 2003. He is a member of the International City Manager’s Association, the Virginia Local Government Manager’s Association, the Government Finance Officers Association, and the Virginia Government Finance Officers Association. He is also a trustee of the VACO/VML Pooled OPEB Trust for Virginia localities and a member of the Greater Richmond Convention Center Authority Finance Committee.
Mr. Vithoulkas is a product of Henrico County Public Schools, having graduated from J.R. Tucker High School.
